Authored by Steve Cohen, Democrat of Memphis, and co-sponsored by 120 representatives, House Resolution 194 apologizes for the "fundamental injustice, cruelty, brutality and inhumanity of slavery and Jim Crow" segregation but does not address the issue of reparations.
